This is an artist's conception of how a base could be set up on the surface of the moon as early as 1964--if it weren't necessary to bring back the lunar explorers. John M. Cord of Bell Aerosystems Company described such a plan today in a paper presented at the Institute of Aerospace Sciences in Los Angeles. Emphasizing he was not advocating such a mission, he said "the major obstacle to such a plan is not a technical one, but rather the moral, ethical and religious aspects."
